The Development Academy of the Philippines through its Center for Strategic Futures invites you to participate in 'START' Hackathon 2022: Innovative Solutions Towards Smart and Creative Communities.

Registration is ongoing until 05 September 2022. Compete for a chance to win exciting prizes. The hackathon will be held on 13-15 September 2022 at DAP Conference Center, Tagaytay City.

How can we use data and digital technologies to ensure provision of efficient and personalized health services to citizens?

Challenge #1. Possible areas of interest: health resource allocation, disaster / emergency monitoring and response system, etc.

How can we use data and digital technologies to encourage citizen participation in the planning and policymaking process of our city?

Challenge #2. Possible areas of interest: participatory planning, co-creation of projects, etc.

How can we use data and digital technologies to encourage sustainable, environmentally-friendly practices?

Challenge #3. Possible areas of interest: waste collection and segregation, energy and water conservation, air quality monitoring, etc.

How can we use data and digital technologies to improve mobility, access, and safety of citizens in the city?

Challenge #4. Possible areas of interest: traffic reduction, pedestrian and bike-friendly infrastructure, smart public devices to ensure security, etc.

How can we use data and digital technologies to promote inclusivity in society of PWDs, Senior Citizens, and citizens with special needs?

Challenge #5. Possible areas of interest: access to social services, mobility aids and assistive technologies, provision of job opportunities, etc.

What You Need to Know

'START' is the official title of the first ever Hackathon event of the Smart and Creative Communities (SCC) Program, as a kickoff activity for the launch of the SCC network. It will be held on 13-15 September 2022 at DAP Conference Center in Tagaytay.

Teams

Only 10 teams may participate in the hackathon. A team should have 4 to 5 members who can be a project manager, data researcher, front-end developer, or back-end developer.

Screening Process

Teams must select one out of the five challenges. They need to fill out the registration form to be considered for screening. Registration is FREE. The teams that passed the screening will receive an email containing additional information and guidelines about the hackathon.

What to Bring

Participants should bring their own laptops, tools, and devices that they may need during the hackathon.

Data Access

All available public data and information about the partner LGU will be provided to the ten (10) participating teams prior to the event for brainstorming and conceptualization.

Time to Build

Teams may already brainstorm on a solution and/or create wireframes/mockups, but no development may start before the actual date and time of the event. Teams who violate this rule will be disqualified. The first line of code should be written on or after Tuesday, 14 September 2022 when the competition officially begins. The hackathon will span for a total of 48 clock hours. It will be followed by the pitch presentation and an awarding ceremony.

Mentors

Teams will be given a chance to consult the hackathon mentors to help them refine their solutions. Each team will be given time to privately consult with each of the mentors per day.

Pitch

Each team will be given three minutes to present their Minimum Viable Product (MVP) on 15 September 2022.

Prizes

  • First Prize: Php 50,000
  • Second Prize: Php 35,000
  • Third Prize: Php 25,000

All participating teams will get a chance to showcase their solutions in front of key government agencies that support startups and SMEs.

Winning teams will have an opportunity to have their solutions adopted by the partner LGU. Non-winning teams will receive consolation tokens.

* Top 2 winning teams will enter into a Memorandum of Agreement with the DAP Center for Strategic Futures and receive PhP 100,000 each as seed funding for R&D and pilot- testing of their technology.

  • WHAT IS START'?
    'START' is the official title of the first ever Hackathon event of the Smart and Creative Communities (SCC) Program, as a kickoff activity for the launch of the SCC network. The word start is defined as "the point in time or space at which something has its origin; the beginning." Being the kickoff activity, this hackathon signifies the beginning of the SCC Network, a collaboration and a platform for coming up with creative ways and innovative solutions to address the complex issues and challenges faced by the LGUs, towards smart city development. As the saying goes, "the best way to get something done is to begin" - or, perhaps, to start. The design of the title also gives emphasis to the vision of helping startups succeed with the belief that entrepreneurship has a great potential to drive our nation's economy towards a sustainable and inclusive future.
  • WHAT IS A HACKATHON?
    A hackathon is an event where participants, such as programmers and designers, get together for a short period of time to collaborate on a project. The participants work rapidly and often work without sleep to achieve their task, as the events generally only last 24 hours or take place over a weekend. This particular hackathon will last 48 hours and is conducted to come up with a solution to an innovation challenge posed by a partner local government unit. The 'START' hackathon also serves as a kick-off activity for the launch of the Smart and Creative Communities Network by the Development Academy of the Philippines - Center for Strategic Futures.
  • IS THIS AN ONLINE EVENT?
    This is an onsite face-to-face event.
  • IS THE EVENT OPEN TO ALL AGES?
    The event is open to all ages.
  • WHO CAN PARTICIPATE? ARE THERE ANY PREREQUISITES OR REQUIRED SKILLS?
    Anyone is welcome to participate in this event. While experience in coding and programming is a huge plus, teams will also need people with strong presentation skills and brilliant ideas.
  • DO I NEED A TEAM?
    You need to be in a team in order to register and participate. A team should be composed of 4-5 members only. You need to assign the following roles for each member: Project Manager, Data Researcher/s, Front-end Developer/s, and Back-end Developer.
  • WILL THERE BE TRAINING?
    There is no pre-event training, but we'll have Mentors on site who will be more than happy to answer your questions and guide you throughout the event.
  • IS THERE ANYTHING THAT I NEED TO PREPARE?
    Other than finding fellow brilliant minds with complimentary skills to team up with, there is nothing that you need to prepare in advance. You just need to answer some easy questions as a team upon registering. This will help us screen the final teams that will participate during the event.
  • WHAT SHOULD I BRING?
    Bring your laptops, mobile phones, and whatever inspires you or you want to work with.
  • WILL YOU BE ISSUING CERTIFICATES?
    Yes, we will issue Certificate of Participation to attendees and participants.
  • WILL THERE BE WIRELESS INTERNET ACCESS?
    Yes, there will be wireless internet access dedicated to the event only.
  • WHEN DO WE GET THE RELEVANT DATA AND INFORMATION?
    The open data portal that stores the available datasets and public information of the partner LGU will be provided to the ten (10) participating teams prior to the day of the event for brainstorming and conceptualization. However, no development may start before the actual date and time of the event. Any teams that violate this rule will be automatically disqualified.
  • HOW MUCH DOES IT COST?
    There is no registration fee. If you get selected, you will enjoy free accommodation and meals as well for three days. You will only need to spend on your transportation to get to the venue.
  • DO I NEED TO BE VACCINATED?
    We want our venue and our community to remain safe and protected so, yes. So, if you can, bring with you your vaccination card because DAP-CC Tagaytay may require them upon entry. Don't worry, we will not require you to take any antigen tests.
  • WHERE CAN I FIND DIRECTIONS TO THE VENUE?
    The DAP-CSF's first ever hackathon will be taking place at the Development Academy of the Philippines Conference Center (DAP-CC) in Tagaytay. The address is Tagaytay-Calamba Road, Barangay Sungay East, Tagaytay, 4120 Cavite. It's right in front of the Tagaytay Picnic Grove.
  • WILL TRANSPORTATION SERVICE BE PROVIDED?
    The project team will provide pick up point details through email for those who will take public transportation.
  • ARE THERE PARKING SPACES?
    DAP-CC has its own parking lot. The guards in the vicinity will be happy to assist you.
  • WHAT IS THE PROBLEM WE WILL BE "HACKING" TO SOLVE?
    There are five (5) innovation challenges that your team can choose from. You will only be solving one problem at the hackathon event proper.
  • WHERE DO WE DO THE WORK?
    You'll have almost all of DAPCC (minus a few restricted private areas) to work your hacker magic! However, on the first day, you are only limited to the auditorium where the whole event will officially start. On the last day, you will also be required to be at the auditorium for your pitch presentation.
  • DO I HAVE TO STAY THE WHOLE TIME?
    While Spectators can plan to just come for the SCC Launch and Kick-off ceremony and/or judging, Participants must stay for two (2) nights to be eligible to win.
  • WILL THERE BE FOOD?
    Yes, meals, snacks and beverages will be provided to those who are invited at the SCC Network Launch on the first day. For the hackathon participants, the same will be provided for their entire stay.
  • HOW WILL TEAMS BE JUDGED?
    All ten participating teams will be able to present their solutions to the major judges.
  • WHO WILL BE JUDGING?
    The judge panel will be composed of the Mayor, Vice Mayor, City Planning and Development Officer, and one technical expert.
  • WHO IS KEEPING THE INTELLECTUAL PROPERTY OF MY SOLUTION?
    The team that develops the project owns the intellectual property. We do encourage making the code open source or sharing of code with others in the community, but it is not required in order to participate in the event. Before the presentations, the technical teams and the mentors will do a quick check to make sure that you created your project at the hackathon. Moreover, you are allowed to use open source libraries, your own libraries, etc. to develop your solution.
  • WHAT ABOUT CONFIDENTIALITY OF INFORMATION?
    By attending the 'START' hackathon, you hereby grant the Development Academy of the Philippines - Center for Strategic Futures (DAP-CSF) and its affiliates to permission to use your likeness in a photograph, video, or other digital media ("photo") in any and all of its publications, including web- based and social media publications, without payment or other consideration. You understand and agree that all photos will become the property of the DAP-CSF and its affiliates and will not be returned. Regarding the confidentiality of the details of your work, it shall be kept at your request.
  • WHAT IS THE CANCELLATION POLICY?
    There's no backing out now! We're all set and ready for take off to START! However, if you really wish to cancel due to emergency reasons or reasonable circumstances, submit a formal Notice of Enlistment Cancellation stating your reason/s.
  • ARE WE ALLOWED TO USE THIRD PARTY COMPONENTS LIKE OPEN SOURCE LIBRARIES, ETC. TO IMPLEMENT A SOLUTION? ARE THERE LIMITATIONS ON COMPONENT LICENSING?
    You can use any software, provided these are declared in your presentation/pitch and are being used lawfully i.e. under license.
